2019 divided the history of most countries into «before» and «after». We are talking about a pandemic that has swept the whole world. The SARS-CoV-2 virus was first identified among residents of Hubei province (China). In just a few months, a disease called Covid-19 has spread to the inhabitants of the entire planet. Russia and Ukraine were not an exception.

Why is covid so dangerous? Regardless of the level of development of a particular state, medical care and other factors, millions of people have become victims of the coronavirus. According to the latest data, this figure is 178 169 979 people, among the total — 3 859 178 deaths. The main symptoms of the disease are: shortness of breath, high fever, dry cough, loss of taste and smell. The world’s leading countries have developed or are working on the production of their own vaccines that protect against COVID-19. Naturally, vaccination is not a 100% guarantee of protection against coronavirus, however, when infected, the disease is transferred much easier.

According to current data (statistics for Sunday, 20 June 2021), the number of cases in Ukraine is 2 229 523 people, total deaths are 52 016, and 26 044 are sick right now. Such statistics forced the government of the state of Ukraine to impose certain restrictions on flights and border crossing.

Is it allowed to enter Ukraine from Russia?

Current statistics on the restrictions on entry to Ukraine:

During the most «acute» periods of the pandemic, the following restrictions are applied in Ukraine:

All countries are divided into 3 main categories by the Ukranian Ministry of Health:

  • «Green» (low rate of spread of coronavirus)
  • «Orange» (average rate of spread of coronavirus)
  • «Red» (high rate of spread of coronavirus)

In this regard, the Ukranian government acts in accordance with the recommendations of the World Health Association. The distribution of states into separate categories is updated regularly. At the moment, Russia ranks among the states of the «Green» category.

The main reasons for the introduction of new restrictions are coronavirus mutations, an increase in the number of cases, and insufficient vaccination rates.

Rules for entering Ukraine from Russia in 2021

At the moment, Ukraine is opened to foreigners, including Russians. Quarantine measures are applied to tourism and trade.

Before travelling to Ukraine, Russians must pass the PCR test no earlier than 72 hours in advance and submit a written document of an international standard (in English). Also, at the time of arrival, there should be no signs of SARS (fever, chills, runny nose, cough, etc.).

Resolution of the Cabinet of Ministers of Ukraine of June 2, 2021 № 583 amended the resolution of the Cabinet of Ministers of Ukraine of December 9, 2020 № 1236.All foreign citizens, without exception, regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company — a partner on the territory of Ukraine (assistance), and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.And also have one of the following documents:• a document confirming the receipt of a full course of vaccination against COVID-19 with vaccines included by WHO in the list of approved for use in emergency situations: Pfizer/BioNTech, Johnson & Johnson’s Janssen, AstraZeneca/Covishield (India), AstraZeneca/SKBio (South Korea), Moderna, Sinopharm, CoronaVac (Sinovac); or• a rapid test for the SARS-CoV-2 antigen (RAT) that was done no more than 72 hours before entry; or• a certificate of a negative PCR test result done no more than 72 hours before the entry.Children under 12 do not need a test and / or a vaccination certificate.For foreign citizens, there is no possibility to do the PCR test in Ukraine or self-isolate. In the absence of a test / vaccination and/or insurance policy the border crossing for entry or transit will be denied.The results of a negative PCR test for COVID-19 and an insurance policy are not required from transfer passengers who do not leave the airport transit zone and do not cross the border of Ukraine (unless otherwise provided by the requirements of the country that is the final point of their route).The insurance policy, which was purchased through the portal, can be transferred for the required period for the tourist. The procedure for changing dates can be carried out several times.
