At the moment (Saturday, 5 June 2021) Hong Kong is available for tourists but with restrictions. At the same time, it is important to comply with the rules and requirements that are regulated by internal documents. Here is what official sources say for tourists planning to come to Hong Kong:

The public is encouraged to avoid all non-essential travel outside the city. All Hong Kong residents returning to town are required to submit a health declaration form and undergo a swab test for the Covid-19 virus at the Temporary Specimen Collection Centre (TSCC) set up in the airport’s restricted area.Since May 12, compulsory quarantine periods will be shortened for travellers from low-risk countries and those who have completed their Covid-19 vaccination. Rules for inbound travellers are categorised based on the countries they are coming from (https://www.coronavirus.gov.hk/eng/high-risk-places.html). Fully vaccinated travellers from low-risk places like Australia, New Zealand, will only quarantine for seven days in designated quarantine hotels followed by a seven-day self-monitoring period and compulsory testing on the 12th day of arrival in the city. However, boarding, quarantine, and testing arrangements for inbound travellers — including fully vaccinated persons (unless they are coming from 'Group B' specified places like Argentina, Bangladesh, Belgium, Canada, Ecuador, Egypt, Ethiopia, France, Germany, Indonesia, Italy, Japan, Kazakhstan, Kenya, and Malaysia, among others) — from high-risk countries will remain unchanged. Places included on the list of 'extremely' high-risk (https://bit.ly/3oUC6qS) countries will need to complete the compulsory quarantine for 21 days, self-monitor further for another seven days, and be subject to nucleic acid testing on the 26th day from their return to Hong Kong. The quarantine-free air bubble slated to take off on May 26 — after its initial planned launch in November 2020 — is deferred for the second time due to the worsening Covid-19 situation in Singapore. Both cities remain strongly committed to launching the ATB safely, so authorities will review the developments and closely monitor the numbers of positive cases in the next few days before they announce the next launch date.
